well i thought it was wierd as well. but apparently it's normal. he has an 03 and his ecu reads to be an 04 which i also found to be normal.

the 2step is not activated while the car is moving!!! while the car is stationary (hence stationary rev limit) it activates the 2 step. now i found it wierd that the clutch wasnt pressed in while we were testing it but it work fine and the car would be able to launch. once moving the car was able to reach redline which we had set to 7500 at the time.

I think you guys are thinking of the rev limiter not a 2 step.
this could have been a disable feature from the factory. and of course it can only be "enabled through a flash.

they are clearly marked in the ecu

stationary rev limit
rev limit.

The 2-step is labeled as "stationary rev limit and the normal rev limit is labeled as "rev limit." 03'-04's have the 2 step set above the rev limit, thereby preventing he 2 step from being used. Anyone with a tactrix cable and ecuflash can change this value to something less than the rev limit to enable the 2 step.

My 2 step is at 5500rpms. It launches pretty well with the modes I have. Never been to the track yet though.

Yup, my '03 has it, from a reflash. 0 mph and WOT holds the rpm at 6k rpm. We also bumped up my rev limit to 8k
