Ideally, oil consumption will drop over time as the rings fully seat against the cylinder walls. Also driving style will greatly influence the rate of oil consumption. Full boost and high revs will use more.

I dunno, I'm thinking the dealer underfilled it. It has some in it but its just not at the "good" level. Is it really bad to drive around like that?

I think you'll be ok , just top it off and check your oil everytime you put gas in it. On our S2K it used quite a bit of oil for the first 2-3K miles which had us concerned, but I guess it is normal according to all the people on the S2K Board. Since our first oil change we havent used up any oil, I guess it was just the first 3K miles or so.
BTW the dealer likely never touched the oil in your car, unless it was a demo with a few k on it. They come pre-filled from the factory of course.
It could have just been that it didn't get fully-filled from the factory, which does happen although it's an anomoly for sure.

My bad, I think I was mistaken guys. I checked the oil again this morning and I'm pretty sure its ok. I wiped the segment of the "good" area and oil came off. I think since the oil is so new and clear that I couldn't really see it that well last night.
