overboosting is anytime you run more boost than your tune(r) intends..
overboosting will ALWAYS occur, its really how much your overboosting is considered a problem.
ie if your tuned for 25psi, and you sometimes hit 26psi then thats ok..
however if your tuned for 25psi, and you hit 28psi then thats bad...
overboosting USUALLY occurs (for me/my tunes) when you shift - this is because at the shift rpm (4000+) the turbo spools so quickly the wastegate often doesn't react quick enough.
one way to mitigate it is to run lower WGDC and let the boost error correction take over.
in regards to the OP's original question - yes you should really get a tune after doing your exhaust... a less restrictive exhaust will have two affects:
1) leaner because of the increased airflow through the system
2) more boost because the same WGDC produces more boost on a less restrictive exhaust...

My experience was the opposite. The less restrictive exhaust on the stock tune put me in a higher range of load cells making the car run super rich ~10.0:1 at WOT. Yuck. Made the car not fun to drive. If you're going to stick with the stock tune stick the stock exhaust (and cat) or get just a catback if you really want. In my experience, driving with a TBE on the stock tune was LESS fun than when I had the stock exhaust.
