Went to look at an evo 9 over the weekend. Should be hearing back from insurance today or tomorrow and if all goes well (car being totaled) I will be joining the 8/9 community!

I didn't read all 6 pages closely, but if this hasn't been suggested already, I would suggest checking out a used LS2/LS3 corvette. You likely won't find an LS3 for 28k, but you might find an LS2 for that price.

I had a 350Z, Evo VIII, LS2 Corvette, and now an Evo X - loved them all in their own way, but the Corvette was an amazing car. Comfortable as a cruiser, but a beast when you open it up... I was at 370whp with intake/headers/exhaust (catted) and a tune from ECS.

I'm also in PA, and I drove my vette year round... just throw some Conti DWS on it and you'll be fine.
