hey man, i figure i help you out with picking between the two. i own a 05 STI and I'm trading it in for a EVO IX. I am more of a less bolt-ons for more power. The reason why STI dont pull high WHP is because the turbo is small compared to the stock EVO IX Super 16 with 10.5 hotside. BUT, if you are planning on getting the 07 STI than that is a hard decision. if you go to nasioc.com the 07 STI is much better than previous years. The 07 STI has a bigger wastegate, the ECU reads well with upgraded mods, the valves and better, 4th and 5th gear ratio are longer for better trap and top end in the quarter mile. they also made the 07 STI tranny much stronger. there are more things new with the 07 but i dont remember. but on the nasioc.com forums a couple of 07 STI with just a TBE and headers made 331 AWHP tuned on pump gas!!! soo..... but here are the pro and cons. But i would still choose the EVO IX because the turbo is WAY bigger stock...and just better performance overall...
It will end up being one of those cars people will be looking to find in 10 years or so.
Same like the RX-7s, the Supras, Corvette ZR1, etc!
My opinion anyway!
STIs are a waist of money and time. The engine on a STI will not hold up like an EVOs.... I know because I had a STI and I melted a piston on the dyno at 25psi with alky injection.
I have owned both and each has it's strengths. I owned both the GSR w/ssl and the MR (2005 models) and now own a 2007 STi Limited and couldn't be happier.
Don't get me wrong I loved my EVOs but for daily driving I like the 2.5l boxer engine and 6spd. transmission. Also, the 2007s have re-designed heads, larger wastegate, etc. so if you want to just have the ECU flashed there is another 40-45HP/80-90 ft. lbs. of torque available.
I had the WORKS TR-340 kit on my last EVO along with some of the WORKS suspension components and it ran flawlessly. I was just in the mood to try something else and couldn't be happier.
As I stated earlier what are you looking to get out of the car? A good daily commuter, a car that will give you more of a NET gain in HP/TORQUE with minimal mods, I didn't read through the entire thread and am a little unsure of what you are ultimately trying to base your decision on.
Please advise...

Yeah, we figured it out right after my post. The brake coolers and wickerbill are part of the zero lift kit that only came on IX MRs, and they charge it as an option without letting you choose to have it or not.
