When is your car consider stage 2 car?

But seriously, I think you have to install a sequential gearbox and lightweight driveshaft before you are stage 2

FYI: "Stage 2" has no fixed meaning; anyone can define their stages any way that they wish

 

I think the Cobb AP stage 2 is an intake and TBE

 

Like Iowa said, it has no fixed meaning.

Cobb Stage 2 package is accessport, short down pipe, testpipe, catback

AMS Stage 2 crate engine is sleeved, JE pistons, Manley I-beam rods, ARP studs, rod and main bearings, etc...

There are also suspension related stages

mullerized Stage 2: Ohlins, install and alignment

I googled the top info, didn't know this from memory
