I agree with Mitsiman. The purpose is not to build a NA 1/4 monster. If the individual wants to go to that path, fine. There won't be too many mitsu experts in the US areana .
Gotta start looking in PR. Some of them are using Electromotive TEC3 or Motec ecu for there cars. How many in the US are using them in either mirage or lancer format. 0 is the answer. How many in PR? probably less than 100 but more than 3. Combine the world to PR . . . probably equal or less than PR. They are mad crazy with the 4g93 and 4g15.
That's why 200 HP at flywheel is more attainable at min goal. Cam upgrade will give you the most boost in HP by changing the powerband. If you don't like the feelfrom such upgrade. You gotta be nuts.

Possible but the amount of engineering and dyno time to make it feasible would be freaking absurd. Only thing more involved is probably a super/turbo combo... You'd have to work on off boost/on boost settings to make sure the quads and the hairdryer play nice. One hell of a project if you have unlimited resources and can afford to have your car down and out for an extended period of time.
I was thinking about running Quads + Turbo. But there's one fatal flaw in the mix: CR.
Turbo requires a low CR, and Quads/NA tuned vehicles require a high CR. Finding the perfect CR would be a hindrance to the potential power to be output by the Quads and Turbo. And yes, the piping would be one hell of a masterpiece if you wanted to do it. In addition, the engine bay has barely enough space to house a turbo with the necessary piping. Quads would possibly require more engine bay room. Lastly, the engine management system would need to be more advanced than what currently exists, and I would predict that the cost would hurt the most.
If successful though, a masterpiece would be built. I thought of doing that, but only time and money can tell.
