Shop manual shows 2 bolts. That's how we figured out there was supposed to be a second bolt loosened. That might be why the head snapped off. I'll get some diagrams and pictures up.

man i ordered one a few days ago, i think i might wait on installing it. sounds very dangerous if done wrong.

i literally finished changing my belts an hour or so ago and there is not a 2nd bolt on the 2002. tomorrow i will look throught the 02 manual and post a pic when i get the time. i have a feeling it's a difference between 02-03.

Okay, hopefully these pictures and diagrams from the shop manual will help.
NOTE: The diagram I am using is taken from the 2004 Lancer Shop Manual but it is identical to my 2003 Lancer OZ and is the same one that RRM placed on there install instructions.
Okay, according to RRM, this is the only bolt they say you have to loosen. As you will see, this is NOT the case!

In this diagram you will see that bolt above as "Bolt 2". If you look at this diagram closely you will notice that this bolt is threading through some kind of nut thing. This nut thing turns out to be the nut that the pulley bolt tightens against securing the idle pulley as well as PREVENTING the tensioner bolt (Bolt 2) from moving!

You must first loosen this 14mm bolt...

And then the pressure will be taken off the tensioner bolt and you can very easily loosen the tensioner bolt (bolt 2)

the shop manual i've got doesn't really specify to loosen that but it would make perfect sense. the only time the tightening/loosening of that bolt is mentioned is when the tensioner pulley is being replaced.
mine worked without a problem but i completely understand what you are saying and it is much more logical. maybe i should check to make sure mine isn't loose since i did the belts last night.
btw...after installing new belts the car has a lot more pep and a noticable amount of more low end torque (seeing as the belts are slipping hehe). not to mention the pulley still stays a perty silver after 1k miles

ok, is there anyone near fort hood/killeen/harker heights texas that could help me out with this install so i dont have to pay $80 o get it done at a shop, cause my frind with the tools is gone for a while. If not I'll just end up paying a shop in a few more days.

yeah im in harker heights that borders killeen but killeen has all the food and shopping. But no i dont really watch the news, but I'll have to check it out and see.
i went to the local shop here today and the guy looked at the instructions and stuff and said itll take about 2 hours and it takes a bigger wrench than what most people have. So he said he would charge me $130. I'd pay for it if it was less than $80 even. Does anyone know of any shops in texas thatll do it cheap? I'd be willing to drive to maybe houston or austin or something.

^^ tell him it doesnt require a large wrench, all you need is an impact gun, 12mm +14mm socket, and a 1/2inch output on the gun. it will slip snuggly into the crankshaft.
EDIT: it only takes 1hr on the first try. 40-45min once you get it down. the guy is pulling your leg
