Weird cooling issue

Weird cooling issue
So I have a cooling issue like I've never seen before . On my lancer es as long as it's moving it stays at ideal temptations and no issues. But if sitting still for a little while it starts heating up to point it warns me it's rough hot , but once moving it goes right back down to normal .
Any cooling issues I've seen on a car previously they do it at all times . So this one's confusing to me .
Oh and my car is a 2013 lancer es

Sounds like your fan(s) are not coming on.
If you turn on a/c do you hear the fan turn on?
Do you hear the fan when it is running hot?
Have you checked your coolant level (when cold - take the radiator cap off). Let us know how much 50/50 coolant/water it took to fill it (if low).

I had the same issue 09 lancer ES, then my compressor went out. Changed the compressor and the fan (vacuum+recharged the a/c after that) it fixed that problem but now my compressor blow off valve keeps going off when I drive for a while. Both fans turn on and so does the compressor. Trying to look for help. I live in Florida a/c is a most.

My radiator doesn't seem to be acting up. There is no spill any where and the coolent level doesn't go down. My compressor seems to building to much pressure, don't know why

Too high of ac pressure is caused by a fan that isnt turning on to cool the ac gases. But shouldnt over heat the engine since there is something called a ac triple switch that will kill compressor to drop pressures.
