what Bobert said is correct. you can pre-reg and if you need to cancel they will refund your $ in the form of a credit.
check out this autox course in FL. i know etown does something similar but this looks like high speed and not much around that you could hit if you screwed up.....aside from rolling.

b) Pre-Registration: One of the easiest ways for our program to be able to anticipate the turnout for an event is for our competitors to tell us they intend on attending. With this in mind, we began to focus on what incentives was can place on pre-registration for our competitors.
i. Cancellation Policy. Over the past two years we have used a very strict cancellation policy. Due to this, I feel that many people chose not to pre-reg and would then register as a walk up to our events. In an effort to remove this deterrent, we will offer credits, valid for one year, for any cancellation up to the day of competition. Also our competitors can request a refund if they are unable to attend the event on the day of.
ii. Pre-Reg Check-in Preference. There a few things that we will be doing to provided added benefit for our pre-reg members during worker check-in and tech. The 8:15-8:45 Pre-Reg Check-in will allow us and you to fill our worker assignments preferentially with our pre-reg people. This will also get you into Tech faster and out to a course walker sooner. Also, in an effort to limit the number of class moves, we will be adjusting our workers among the heats. We will make these adjustments as our worker assignments in the heats fill up. As a pre-reg competitor, you will have the first crack at worker assignments. We will also only hold assignments from our forum sign up lists during this pre-reg check in period.
iii. On-site Registration Fee. Starting at the Holbert, we will have an additional $5 fee for on-site registration. This is something that I was reluctant to do, but it will be beneficial to moving our competitors toward pre-registration.
