I wouldn't trust a ft lb wrench at the very low end like that and you found out why. Get a a 1/4 in drive set like the pic I posted for a good feel down low. NO not that down low.

ok, i dunno whats going on here but let me just throw this one out there.

Why when i called mitsubishi for a price on a valve lash adjustment
(which is 2hrs labor time on @ 90 / hr = 180)
did the tech tell me that for my engine i would have to leave my car there overnight,
and that they have to adjust the valves
when the engine is cold....

someone PLEASE tell me what the heck this is all about...
There is a cold spec for when you rebuild a cylinder head. It only gets you in the ballpark, so to speak, so you can get the engine running and up to temp.

You definitely should set the valve lash while the engine is hot.

this just dawned on me...
since i have my RRM UDP on my car...
and im taking it to mitsu for my adjustment...
are they going to have trouble getting TDC?
(I did mark it with an etching mark from a screwdriver)
but i was wondering if they have any sort of tool
or technique to figure out TDC?

I would let them deal with that, there are multiple methods to determine TDC. In any case, if you are paying them it's their problem to figure out.

this is true,
i do pay them,
but the thing is i pay them
"by the hour"
and at 90$ an hour... these people could suck my wallet dry.
so i just dont want them to give me the keys and be like
"well since we didnt have the marking on the udp,
it took 2 hrs to figure out tdc...."

(exageration, and possibly over worrying, but hey, what could go wrong has gone wrong for this guy...)

true. I would maybe mention that fact, and also talk the shop manager into letting you watch them do it
