Whistling noise when car is driving!

Ok So I worked on the car yesterday, trying to figure out the whistling sound! i did a boost leak test and found out that a gasket that is between the pipe goes down from the turbo to the I C pipe, went bad. So I replaced it.... good no more whistling sound.... Re-did a boost leak test nothing is leaking air...
Went behind the T B to see the EGR valve to make sure no vaccum line popped off as the engine light is showing code P0403... but everything is intact... I reset the code turned on car drove it for a while, took it home shut it off, and then re-started Engine light back on, with the same code.... I dont know what else to do so please help me out!

Did you figure out what's going on?

I actually checked the 2 hoses that connect the the EGR valve, and they are both fine. The three that are on the EGR Solenoid are fine as well. I've checked over and over! I even took the EGR valve off and soaked it in some degreaser and hot water...put it back on...cleared the code and then it still came back on.

So,
1) Either the valve is stuck
2) The solenoid is not working
3) Or the intake manifold passages are full of carbon.

I'm going to have a shop take a look at it when I get my turbo/mani/02 housing installed...
