Since the exterior of the pipe is still shiney, my bet is that they used 400 series stainless steel which lower chrome, has almost no nickel, sticks to a magnet, and is only mildly rust resistant.
I have a brand new ETS ICP for an evo X, and it is already rusted, if it is stainless, it is a VERY low grade, because it has considerable rust in it, with no meth or water injection of any kind. The pipe is very magnetic, and looks similar to the pictures from the thread starter. Im almost positive it is just standard mild steel. If they are advertising these pipes as stainless, some one has some explaining to do!
If you get no help out of ETS, another option is to take the pipes to a good coater, ceramic or powder coater, and explain to them that you need the inside coated really well, as well as the outside. A good powder coater should be able to get a nice thick coating on the pipe and you should be good to go.

Like I said in my earlier post, it would well be stainless steel, just not 304 SS which is what most people think of as stainless steel.
I dont even know why everyone gets so up in arms about the garrett vs ets core. Both work great. I dont see any reason to pay more for the garrett. The ETS one has proven itself plenty!
