The method I've used before with success is wet sanding then polishing with a rotary. This video covers the technique and steps pretty well. One thing to remember when using the rotary is to not push it into the lenses...just let the weight of it do the work.

Wal-mart kits last maybe a year if the car is out in the sun daily. I've been through several of their kits on different cars, same result.

Meguiars prob has the best head light repair kits. They have two, one for regular oxyidation and one for heavy.
I used the regular one, with my power drill on one of my DSMs. It came out surprisingly well.

3M Lens Renewal kit w/ protectant wax (39045)
http://www.amazon.com/3M-39045-Lens-.../dp/B004GFTC0E

I've used the Mothers, Turtle Wax, Meguiars, and a no-name brand from a Napa store. None of them compared to the 3M kit, but that's just my opinion.

I've used this before, and it worked great. They sell it at Advanced Auto Parts. The dealerships out here use this kit for restoration too .http://www.myheadlight.com/. I've used the 3M kit too, and it also worked pretty well. Can't go wrong with either. 3M is cheapest at walmart I believe.
