FYI, the gauges probably were reading properly. This happens with a lot of cameras when you attempt to photograph LED's because of their phase power management. You will only get part of none of the actual illumination on many LED's. It also depends on the type of shutter in the camera as to what shows up.
On a DSLR you can shoot a lower shutter speed to capture them properly, but on a point and shoot or a camera set to auto to expose for daylight you will only catch a bit of the flicker.

I thought of that before posting what I did, every single picture of installed AEM gauges shows them fully reading on the display. And I'm talk about people's personal pics, not marketing shots on vendor's or AEM's site. I also looked up a few videos. They don't flicker like an old computer screen. They stay on with a slight "pulse" to the brightness.

yeah it would've been perfect if it looked to be in better condition and if we could have agreed on a price but dealerships are being stubborn on pricing :/

Dealerships suck when it comes to evos especially older ones like ix. No knowledge whatsoever on the car just that it has a turbo and that the car will sell itself. Plus they know the demand so their prices preety much translate im the last evo in the world.
