Yeah, sounds like wastegate flutter. This can be caused by several things. One is a weak wastegate actuator spring and can be correct by either getting a high capacity actuator or putting tension on your actuator spring by adjusting the wastegate rod (make it shorter).
Another thing that can cause this is an EBC trying to limit your boost and moving too aggressively (partially opening and closing the wastegate at a high rate). This usually happens at the highest boost which is usually around 3000-4500 RPM. My EVC is actually doing this and I'm trying my best to fix it.
