I'm still on the stock injectors. I had them set to how they were on my stock ROM but was still idling rich at 12.9 give or take +/- .1.
I should be idling at 14.7 right??
I'm also working on scaling the MAF up top since it kept getting lean all the way. I did some pulls today and the AFR changed for one pull but not for another but I'll try do some more pulls later on as well.

You should be at 14.7 from idle up to your closed loop thresholds. Battery voltage should be basically the same all the time, mine stays pretty constant.
stock injectors, but you aren't idling right? that's still plaguing me...you have an evo MAF? or a stock MAF, I always forget. With either, is the MAF broken or anything?
If I were you, I'd go to the stock ROM again, if you can, just to make sure it all works well still. It seems like it's gotta be something off/wrong/broken, but I looked at your ROM and nothing seemed off that I can remember.

vac is actually better than before, it's at -18 now since I changed everything.
I tried writing my stock rom back on but for some reason I was unable to, so I figure that out later on.

i figured out why I'm running rich at idle. The o2 sensor was bad but now I have another problem I have to figure it out. The new o2 sensor will read for a little bit but then it will stop reading unless I press the gas pedal then it start reading again.
I have open loop starting at 30 load so at idle it should be using the o2 sensor to keep AFR as close to 14.7 as it can.

for example most evo's use mitsukernel as the flashing method but on some newer lancers the correct flashing mode is mitsukernelocp.
Edit your rom's xml and look at the top for the flashing method and just try both one should work.

Yeah I checked that and when I open it with the default format it shows it as mitsukernel but when I open it with notepad it says mitsukernelocp. I tried changing it and it still didn't flash back to it.
Your using ecuflash i hope so when you start flashing it should tell you in that window it creates on the right hand side what flashing method its trying. If you pay attention it should list out mitsukernel or the other in the output.
I've noted some versions of windows seem to refuse xml changes for whatever reason so I'd like to see if the xml really took the change in ecuflash or not. You could also try modifying one of the table names and check it that way as well.

fixed the idle. Raised the load to 40 and its all set.
What kind of AFR did you guys first see when you switched to open loop. When it switches over it is at about 13.3 for me. Is that about right?? Then I just adjust fuel and timing map to get it to be at 14.7 unless I'm cruising where I want to be about 15.4 for fuel consumption.

if you have in in forced open loop all time the afr will change because of temperature humidity and other reasons so your going to maybe have to adjust it all year round i think....
and also i wouldnt mess with the maf values at all it never helped for me.
also if i were you and what i planned on doing myself is to set forced open loop wherever you are cruising on the highway... i mean around town its not gonna effect mpg that much i dont think... im just going to set it to whatever load and rpm i am at on the highway cruising...
just some thoughts
