You can tune the stock rom. I personally would just run the stock rom at low low throttle to ensure everything works right. Get to the tephra rom asap, but make sure you understand everything on the way there.

That "pum" you speak of is probably ISCV values. There are 2 tables, one for A/C on and one for A/C off. The one for "in drive" or whatever you can just set the same as the A/C off one.

What you'll need to do, is increase the value in that table, at the current operating temp, which is probably the bottom 2 cells. Increase the steps until it doesn't Pum....but, also you should tell us what your fuel trims are, and since you've just reflashed the ECU, it's also relearning too, so it might not be best to change too much about idle until it learns. Still...all that said, increase ISCV steps for the bottom 2 cells (hottest temp) like 2-3 steps, reflash, try again, and see when it idles okay. If you have it too high, the idle will hang when you stop, then come down. Too low, and the engine tries to stall.

here are some logs i havent tuned anything yet. its running pretty lean.
what row in the logs correspond to the load vs rpm in ecu flash? its the accel/enrich correct?

You're on the stock lancer rom then? If you are on the stock lancer rom, it will always be lean, never rich enough. This was discovered a while back, and the fix was "use the tephra evo rom" or "use the auto lancer tephra rom" depending on your trans.

Stock rom has limits to how much fuel it can push out.

Well I haven't tuned it at all yet im just staying out of boost. Im wondering in the fuel tables what the load corresponds to in the logs..

ecuload on the stock rom, 1byte load or ecuload on the tephra v7 roms

but it's probably in the low octane fuel map. I swear though, you can put all 7's in the stock lancer rom map, and it's not going to give you AFR's below 13...log "AFRMAP" and you'll see, you can drop that down until 10, and then if you put lower, it'll still show 10 in the map. For some reason, it won't go rich enough for boost. The more you boost, the leaner it gets. Only way i could combat it was through MAF scaling increases....but it was so hit or miss, I eventually just went evo rom.

Make sure it drives well on the lancer rom, let it do it's thing, learn this/that/the other and check for leaks, make sure nothing went hay-wire with the fuel trims, etc....then go to the evo rom, using the tables from the auto lancer rom, my rom, and your base lancer rom.....

I think you have a boost leak somewhere as well, judging from low LTFT and that "pum" you are having. Do you know how to do a boost leak test?

http://www.vfaq.com/mods/ICtester.html

that's the idea.

Get a pvc end cap, drill a hold in it, put a air compressor end into it, or a tire end, or something....and then pressurize the intake at the turbo inlet, and listen for leaks. Be careful not to over pressurize, since it cann't take too much. If you plan to boost 6psi, pressurzie like 8psi but don't be pumping 20psi or something into it....you'll just hurt stuff.

listen for air going psssssssss, around couplers, etc.

Easy fix. You should replace them with the bigger injectors Have you started using the tephra rom yet?
