I think if it is at- 2 when off, you may be running 6psi instead of 4 like you think. About the flutter, a bov holds shut at idle using the spring. It has to be just slightly heavier than vac, which is- 22 in your case....and stock, the issue with crushed is that it holds higher up top, like 20psi...but 1, 2, 3 and such will flutter some. Might ought to wait and see, but you can buy a 9 uncrushed for 50 or so, not too bad. I am getting a vta soon, so I will sell mine.

An omni 4bar gives more accurate readings on pressure. I has one now!

Sometimes it sounds nice and solid but it flutters a little. I got a new boost gauge today and it sits at 0psi off and it still wont go over 4.

A little" double tap" flutter is no problem.....its constant surge you want to avoid. You may just be hearing the air recirculating, which can have a small flutterish sound....at 4psi or only around 0 to 1?

Should make sure you have no boost leak, then turn down timing in knock areas and get airs in the right range. Then increase timing for power at wot....then work on building more than 4 psi. How tight did you tighten the rod on the wga? Is it loose when sitting or slightly tightened so that it doesn't flap open at idle.

i have the rod as tight as possible.

so knock. then afr. then knock again.

and if its knocking in an area I reduce the number or increase the number?

in the tephra rom it uses the high octane map correct?

yea use the high octane map.

you want to reduce the number for timing. When you lower the number you retard timing, when you increase it you advance timing.
