Yeah, I don't get the ban on tire warmers either. Just from a safety viewpoint of someone pulling out of the pits with cold tires into a running group of cars.

You can't get enough heat into the tires behind the safety car, they have to be run at speed.
Also, Sato sucks... and Wurz needs to stay where he is, good at developing a car, no good at racing it.

I think the budget cap is the worst thing that can happen to F1. The FIA is getting more and more ridiculous by the week. With all these regulations, pretty soon the pinnacle of motorsports will be reduced to the equivalent of BMW formula cars.
I don't know what you are all excited about, it is killing the sport. Innovation and progress will not be had with restrictive regulations. Will we have a closer field of cars? Yes. Will we not know who can win a race before it starts? Yes. Is it exciting to watch? Yes. Is it what Formula 1 is about? No.
You might as well throw the drivers out there in the same spec shifter karts to get that same effect that F1 will have with all these caps and regulations and standardizations. You will have a close field of exciting racing and who knows who will win right?
It is the NASCAR mentality, "Holy crap the Toyota's are way too fast, quick put restriction plate on them to slow them down and allow the rest of the field to catch up."
It disgusts me to see my adored motorsport heading down the drain and having people supporting this nonsense.

I don't see it as bad. The powertrain rules have been too restrictive for a long time, which forced teams to win based on aerodynamics, which is really expensive.
I'd like to see less aero and more powetrain innovation. I think the budget cap will help that.

I would like to see a cap on the amount of fuel used during a race, but with freedom to run whatever powertrain you like. This would lead to more development in fuel effiecency which would translate to road cars. Something KERS does not do... That or ban refueling altogether and let them race hard from the green to the checkers. Although, I didn't like it back in 05' when you couldn't change tires, so... I have no idea...

A budget cap gives more teams the opportunity to compete. Not too sure if 40m euros is the right number but a cap somewhere is good. As mentioned by other members, should make for better, smarter, more cost effective development and vehicle improvement.
Pretty sure there will be no refueling during the race starting in '10. This will force teams to consider fuel economy. I do wish FIA would get away from strict engine definitions. I would like to see something like 2.0 liters of volume as the only requirement. Turbocharge, supercharge, diesel, ethanol, methanol, biofuel, whatever... 

I'm glad I'm not in charge of rule making, I don't know whats best...
There will still be tire changing. There's no way to make a tire that will survive the full race length and still yield good racing (not to mention safety).
What I read was that by not allowing fueling during pit stops, they no longer need to haul around dozens of fuel rigs (cost savings on transport) and also reduces fire risk in the pits. I think it gives some of the lower teams some possibilities as far as running engines in a more economical manner, starting the race with maybe 30 or 40 kg less of fuel. Unfortunately I think you'll also see an increase in DQ due to being underweight.
