Worst case scenario, Mitsubishi can reflash your ECU for about $350.
Smog your car, then pull that ROM off of your ECU and SAVE IT. Now you are set for good.
Worked for my car so that I was able to sell it in California.

Bringing this back up as the new machines are now in effect in 2024 NY (pretty sure NY is now as strict as CA) *almost

EVO9 can pass with Any Tephra V7 just fine, just needs the correct BUT wrong order of readiness monitors.
ALL EVOX can pass with any combination ecu software or hardware, so CVN's are not an issue.
EVO8 right now i still have not figured out but are failing and usually because of "No communication with obd" even tho any scanner / obd2 tool / flashing all works.

Anyone know someone with an EVO8 that has passed in NY after Jan 2024 please post up or DM me!

Bumping this for solutions for a 03. Has anyone figured out a solution? Has anyone smogged this year or in 2024?

Just passed smog today. I was having the same issues with P0300 and EGR not ready.

Loaded the stock ROM, replaced EGR and solenoid, drove over 1,000 miles and still not setting.

I gave up and disabled the P0300 and did the Force OBD patch.
