But does the anti-surge cover have any cons? Since it's only a few bucks more for the option, why not get it anyway?

I have one on my ef3 and its smooth as hell. drives like the stock turbo (not to be confused with spooling like the stocker), but with that said its been known to have more lag. so depends on preference

It drops the efficiency a tiny bit since some of the air gets recirculated and heated up even more.

Slower spool and transient response. My personal testing shows simular whp, but slightly lower wtq with the anti-surge cover.

Look up PlanoEvo's chart and mod list, we had his car spooling incredibly fast with a standard cover EF3 and saw no signs of surge. Results may vary depending on individual setup though. Next we may try a standard cover EF4 to see how it does

So if the EF3 doesn't surge, and there aren't any gains to running the anti-surge housing... why is it offered?
