Update on the build:
The car was sold and then bought back by me after the owner inbetween was never able to register the car in his state. I was hoping I was rid of the car, but as a favor I bought the project back. He followed my instructions on assembling the motor with the kit I had put together, and it does in fact run.
After jumping through several hoops at my DOT (such as replacing the dash...) the car is now legal to drive on the road. After driving the car around gently, I quickly realized that it now needs a transmission (does not have 1st gear).
I'm considering scrapping the 2.4L engine and replacing with a JDM 2.0L (complete with A/C compressor, mine was destroyed - I HATE swamp a$$) with the 5 speed manual that can be attained on ebay for around $1800. I will likely sell the 2.4L engine on this forum if I go that route. I'm assuming its worth something. Has anyone had any problems with the JDM 2.0L from the evo 4's?
