The Mivec Gear holds itself in place with a pin when it doesn't have oil pressure.

You can't rotate it by hand for a compression test.

If the timing is off, it's because something is going on that we can't see in the pictures that you have posted of the timing marks.

What else is there. If they didnt hit by hand could they during crank? And if the cams r advanced could only the intake valves hit? My intake mark on the inside of the cam gear is lined up with the cam at tdc. And the timing on the gear is half a tooth ish off. So im confused. My hks cam gear says each line is 2° off so maybe i have the exhaust close to 10° off???

The outer part of the gear on the exhaust doesn't matter. The only part that matters is the inner. And it's lined up.

You need to do more digging. You can-
1. Make sure there is fuel in the fuel rail, sometime it takes 30+ seconds of cranking to get enough fuel pressure to fire the motor.
2. Verify cam timing with degree wheel
3. Do a leak down test with and without rocker arms installed.

Getting fuel remebr 0 compression. And how do u check the inside mark on a adjustable gear. There isnt one on the exhaust side

The purple part in the inside part. The 0* mark is aligned with the mark on the valve cover, you're good to go.

As stated, you need to do more digging. Multiple things have been pointed out as possible issues in this thread and it seems you have looked into none of them.
