Also, you're WAY HIGH on oil and brakes. I used Mobil 1 on my WRX and changed at 3000 miles. I just looked at my budget over the last rolling 12 months, and it cost me exactly $11.25 a month to run full synthetic in that car with a superior filter. Your figures are out to lunch. Regarding brakes, again- you can get a superior aftermarket pad that exceed the Brembo pads for so much less. My WRX saw racetrack duty, and in 25,000 miles, I was on the same set of performance pads and stock rears with plenty of wear left. Total cost for those and high temp fluid averaged over 12 months? $4.68. So knock your brakes down to $16 a month- IF you want higher performance pads and superior fluid and $42 for tires monthly.
I'm nowhere near $1000 monthly for my car and I "use" it to its fullest, minus clutch drops/launches which I'm afraid of.
From what I could find, I suspect it's going to be hard to draw any conclusions about "Mitsubishi" from what dealers in the US are doing or not doing at the moment.

But I read a report that, shortly before the EVO came to our shores, Mitsu Corp came over and fired much of the top level management of Mitsu US. So I suspect that there's a lot of instability in the whole US dealer network for Mitsu at the moment.
But then, I'm old enough to remember the chaos in the Alfa dealer network after the Fiat buy-out. (And notice that Alfa isn't over here, any more.)

My budget may be high, but I'd rather have left over money at the end of the month for track time than be left wondering how the heck I'm going to put new tires on and change the oil, or worse ask for money to put gas in to be be embarrased by a neon, heh.
Noize, Please share with the group where $500 will put tires on that are grippier than the Stock A046s and last longer than 10,000 miles.
Also what pads are there that don't fade under 120 mph braking and last 25,000 miles.

That's 8 oil changes for < $12 a month or $144. wow That's $12 for 5 qts of mobil 1 and a filter. Where can we get this deal? Also I assume you do all your wrenching? Time costs as well.
And for me time is very important. money comes and goes, Time is just gone, so you better use it well, you don't get second chance with time. I spend my time with my family. It's the best investment around.

In your defense, I'll throw my Cobalt Friction brake experience out because (1) The pads on the WRX are significantly smaller and cost less and (2) The Motul ATE Super Blue fluid I used won't be going in my Evo's master cylinder that is shared with the clutch line! The front pads had <15,000 on them with a good portion of the pad left. The OEM rear pads were still in great shape at ~26,000.
Before we go into tires, lets talk usage of the car. At most, my car will see two road racing events a year, and then autocross when in season. Road racing at the track we use, I hit 105mph in the WRX on the longest straight there. I doubt the average Evo owner, which you are figuring a budget for, has a car that sees as much track duty as my car, and certainly less than your car from the way it sounds.
That stated, I had a second set of wheels for the WRX for agressive summer fun and the crappy OEM RE92s for the snowy months. The OEM rubber lasted the entire time I owned the car, because it was rarely worn on the car. As far as budget go fast tires that I feel VERY comfortable with on the track?
(1) How about oversized 245/45/17 Falken Azenis Sports for $492 shipped to my door? These are phenomenal for track use and with the small increase in section width, I'd put them against the A046 Advans any day.
(2) Want about a more compliant tire that is not quite as hardcore as the A032, but still aggressive and more drivable in inclement weather from the same company? A set of Yokohama ES100s will run you $444, excluding shipping. You'll see that most places will price match mail order, and that is a local price so you don't have tp pay shipping. Purchased, installed, mounted, and balanced, a local shop quoted me $490 after taxes.
(3) For comparison's sake, how about a tire I've seen on an Evo that will CRUSH the stock Advans and still cost less than your $1000 projection? I can get a set of 235/45/17 BF Goodrich G-Force T/A KD tires which are currently on special shipped to my door for $633 from http://www.tirerack.com!! I'll pit these against the overpriced A046 Advans any day on any tarmac track.
For point of reference, I got almost 15,000 out of my last set of Azenis with road racing, drag racing, and autocrossing mixed in with regular street driving. Not a bad investment for just over a year worth of mileage and some hard usage, eh?

THe closest are R compounds and F1 GS-D3s at 235/45YR17 for $151 The 235/45/17 BF Goodrich G-Force T/A KD are just a notch below them and probably ok for the average owner not to notice a difference between the stock tires.
So tires could range from $151 x 4 ( $604 )+ M/B (Mount,Balance,etc) and up to $209 x 4 ( $836 )+ M/B.
Goign from posts around here, which isn't probably the best place to get an avg idea of stock tire mileage, 10k miles seams average.
so in a year you'll put on 1.5 sets of tires at a low price of $900 + 1.5 M/B to $1200 + 1.5 M/B.
$80 for Mount and Balance 4 tires is pretty common, $20 a tire for dismount, mount and balance. so $140 a year there.
As for Oil $20 for Walmarts 5qts and $5 for a filter at 3,000 miles a pop is $25 x 5 times in an avg year.
Brakes on the Evo are pretty expensive. I've been seeing about $200 for front pads and about $150 for rears. Since most of the swaps I have seen are from heavy track use, I'll hope the avg guy can make em last 15,000 miles, so only $350 a year.
Bottom Line a budget that works is a budget that is met. If you under value something and don't meet your budget, You're budget has failed. If at the end of the quarter or year, your budget has a surplus, you've got fun time funds, otherwise you're usually fired, or have creditors harassing you.
If you've made it this far, this is just too much work for something I'm not getting paid for, time to go to the park and feed the ducks.

One point I'd like to challenge you on: I bet you'd get a **faster** lap time on the BFG KDs than the A046 Advans. To me, the Azenis are at least equal to the Advans, and more predictable at the limit. They requuire almost zero warm up time, and can attack the track at 10/10ths almost immediately.
FWIW, you can replace your A046 for $208/tire at tirerack if that's what you'll use again.
I pay $8/tire for mounting and balancing if I buy from the shop. $14/tire if I mail order and take them to the shop. It pays to compare prices among companies.

Totally off the Mitsu Sucks topic... the ES-100s were allowing me to eat M3s for lunch this weekend at Moroso for the NASA open track event. I drove the car there on them, checked tire pressure, then proceeded to pass every M3 and most of the Porsches on the track, with straight line speeds at 120mph+. The second round had rain... I was the fastest car on the track, with only one Carrera 4S able to stay behind me... falling back slowly till I caught traffic, passed, then falling back again. Awesome fun... 
And if anyone from Mitsu was watching, c'est la vie, its what I bought the car for in the first place.

I'd be glad to run some KDs vs the A06s, but I don't have access to both tires to run the same day. I'd even be glad to wager $50 the A046s would run quicker times.
But The Pirelli Neros are pathetic compared to the stock tires.
For those who have run some track sessions with the stock tires and other tires, please chime in with the back to back comparisons. I've heard a lot of speculation, but for those who've run back to back, I've only heard the same thing. Stock tires, or R compounds (Hoosiers, V700s, etc) to go faster.
But either way, on the budget topic, I hope people are factoring in all that goes with a very high performance car and the maintenance that goes with it. It's much much more expensive than your common daily driver grocery getter. But it's well worth it in fun factor, you just have to pay to play.

Back on topic... I hope Mitsu reads this: You can kiss my hairy bean-bag because I wouldn't want any of your monkeys "repairing" my car. The way it's so easy to upgrade factory parts for not much outlay, any warranty Mitsu gives is a waste of time. Tranny goes? Well, here comes the dog box with replaceable gears. Turbo gone? Hello, HKS 2835. I don't expect the block to go down, but if a piston is fried, then I will get some Carrillo titanium rods and Arias forged pistons. Screw Mitsu and their nonsense. This is the perfect way to alienate their entire enthusiast base. When the new Skyline GTR comes (via Infiniti), I will be making a beeline there.

Interesting how they tout this car as FAST, but then when you drive it FAST, they don't cover you. Also interesting is the fact that Evo buyers ALREADY get shafted with a crappy (by today's standards) 3-year/36k mile warranty - wouldn't you think the "racing" aspect has ALREADY been compensated for with a warranty that's 66% shorter than their other cars?!?! That's the ONLY reason my g/f is paranoid about buying one...the warranty already sucks. So how dare they not even honor what little warranty there is. Even if you ARE racing...is the car that much of a POS that 1 day at the track will blow a tranny at stock power levels? I sure hope not. But that's what their actions suggest.
As far as the "show me some brake pads that don't fade yadda yadda...", I have had excellent luck with my Ferrodo Racing pads, and they were roughly $69 for the front set for my Corrado. Very minimal fade in sustained high-speed road course conditions/canyon runs.
