Bottom line is learn from other peoples mistakes. Many people on this forum have bought bolt-ons for the past lancer and gained very little power. If you want to go fast, get a turbo and start there. Once you get the turbo, get a less restrictive exhaust, and lighten the car. Then if you really want to take on faster cars, change out the pistons to lower CR pistons, get stronger cams, valves, head, head gasket, ect. get other turbo friendly parts like a MBC, larger intercooler, ect. and up the boost from 6-8 psi(whatever RRM has the boost set to now) to about 15-18 (I don't think you could go any higher safely with an open deck). Then after all that if you still want power, bore the engine out to 2.4l (and rebuild the internals again, might be better to bore the engine before you rebuild it)

so what is tunning? can i tune my car for 20 whp more? thats all i want 20 whp is that really that hard to do? i know for a fact that the 1.8t gti can gain about 25whp just from a simple chip $1000 installed. is there nothing that can gain me that without FI?

It's hard to gain a lot of power from an NA engine especially bolt ons. No matter if you have an intake or exhaust or etc it's not enough to make up for lets say, high compression pistons or whatever the SI's engine features.

That's FI and it's easier to tune. Say with an ECU flash we can expect some good numbers but there are people on these forums which have all of the mods currently available and I've never seen a dyno comparison between stock and modded that shows +20 whp.

Tuning (in the ECU sense) means modifying ECU parameters like ignition timing, cam timing, boost, throttle responsiveness and others to make power. There is a reason why the 1.8T can gain a lot of power with just a tune and that's the T. By simply upping the boost you can gain power, with a simple reflash I can gain about 20 hp as well and with a turboback exhaust I can have more power than an STI. For an NA motor though, there's not as much you can do and thus the gains will be substantially less.

You should play around with the intake and exhaust. SRIs could introduce you to heatsoak, and you need a high flow cat if you want to net better than marginal gains on the exhaust end. Also, as mentioned previously, make your car as light as possible.

I had a K20A2 RSX Type S with an SRI and exhaust, and it bogged badly when heatsoaked.

You may be able to take him but your launch has to be really good, because the SI peaks over 5K RPMs.

Do a 0-40mph race and you'll win. Interested to see read the outcome.

Do not turbo it. That is a lot of money you could use elsewhere for a rainy day.

Don't they make CAIs for the lancer? SRIs sound nice, but try to see if Injen or another company makes a CAI...

ummm it could handle a weak boost for a long time. but the whole point of a turbo kit is to max out power potential. if your forking over 4000$ you want more then 40 hp. you want 150 until the thing catches fire
