I took the part off and cleaned it last night it idled for a little while then after driving it stated to act up again.

If anyone has an X that needs to pass inspection and is in need of a stock cat-back, I have one in my garage. It's in Pocatello, so you'd have a couple hour drive, but it's also free. This does not include the cat, I'm going to sell that to a recycler. Let me know.

Not familiar with stupid exhaust inspection and noise ordinance rules, but assumed catbacks were not allowed or could not pass. Is this not true?

Unfortunately, it sounds like you are due for a new ISCV.

It's a real easy check to verify with an ohm meter if you have one.

Turbo- backs will pass as long as there is some kind of cat installed whether it be stock or aftermarket.

They'll pass emissions, but they won't pass noise - unless you have more lenient rules than we have in Idaho. I tossed it up here in case anyone wants it. I'm not selling it, so I don't know how anyone could be critical of the offer.

My Buschur exhaust is loud as **** & I've never had a problem with cops or I/M.
