Under Limits, set the Stationary Rev Limit to your desired 2step rpm. I think by default it's so high you'll never see it activate.

Yep on the 03 and 04 rom its set higher than the rev limiter so you'd never hit it..

I am actually trying to track down an ignition problem and had to rule out the launch control causing it so I disabled it..

I'm a noob on this stuff. How or what do I do to open the ECUflash program?

It says windows can not open this file.

I apologize if I'm unable to word this correctly.

To improve mpg while cruising between 2000-4000rpm under light load, what's a safe number to lean it out to for 91 octane? (ie, is it safe to increase the 14.7 to 15.0, 15.5, 16.0, etc)

And is 10.0-40.0 load the only region that you do it to?

The fuel maps are open-loop maps, so changing them would have no effect during a closed-loop cruising condition.
