Well technically almost any exhaust is illegal. High flow cats are illegal. Unless and exhaust is CARB approved it is illegal. Which not alot of companies do because it costs alot of money. If you look at most places they say all parts are for off road use only. The catpipe you will see a pretty big jump in power. The option is up to you. Yes clutches are easily burntout on these cars. BOV do almost nothing. The stock vavles tend to leak under high boost so people replace them. You can get it to recirculate and not have any stalling issues. If you VTA(vent to atmosphere) it will make the cool sound.

Ok, so now that I'm pretty sure I have a semi-good list of what I want to do in what order I want to do it in and different prices from places there's only two things left to do: get money and talk to Modern Garage about putting it all on for me (and for Christian to tell me that it's all a bad idea for some reason or another). So if an exhaust is illegal, how do y'all pass emissions & inspections? Too bad clutches are so expensive to get installed, shoulda just gotten one when they had to replace the whole freaking engine....
Inspection places don't care about exhaust but technically speaking you can be given a ticket for putting any aftermarket part on your car that is not CARB approved. But to pass emissions I will just put the stock cat back in and it will pass with easily. I was just telling you if you are wanting to run a high flow cat it is just as illegal as a test pipe.

Well see, I keep telling you guys I know absolutly nothing when it comes down to these things, heck 2 weeks ago I didn't even know what a manual boost controller did. how is all that salt doing on your paint? i must be a girl but i try not to drive my car in the snow as much as possible. i see what it does to nuts & bolts on the car so i don't really care to use the liquid wrench on my car to replace a clutch or something.

All that stuff scares me! I have to drive up to Salt Lake every day, I have no choice. My car is always dirty. I just wash it once a week in the winter at the pressure washers to try and keep it clean and rust free. I always park with lots of room around me, and try to get in the front row or somewhere "kinda" safe.

I just installed the stock wheels and my contis on Saturday and am ready for anything. I forgot how much different the car is just by changing tires.

Well for the most part, you're all wrong. Aftermarket exhausts are all illegal in every city you pass through. This is because they (aftermarket exhaust) superceed the local
"noise ordinance" laws. I have never found an aftermarket exhaust that was quite. Cops just decide not to pull you over (unless your in Sandy, which is where I got all my noise ordinance tickets) or they are bored. I know the noise ordinance laws are
50dB between the hours of 10p.m. and 7a.m. and 55dB between 7a.m. and 10p.m. And the local authorities enforce that. That is for both stock and altered exhaust.
As for the emissions are concerned if you have bought your car new in 2003/2004/2005 an emission test is not required. So you shouldn't have to worry much.

You need to go and check the code in a few diferent counties. Boxelder county for example allows you to run an exhaust with no catalytic converter. Most noise ordinances are 85db's which includes sandy. If you get a noise ordinance ticket, the cop cannot legally give it to you unless he's got a db reader. The only officers I know of that carry them are the HP. As for quiet aftermarket exhausts, you just need to look a little harder. They are out there, and many of them are only 2-3 decibals louder than stock.
In lots of area's it's not even a matter of noise level. The actual law says that you cannot alter the exhaust in any way that is not OEM. Which is crazy. That means that everything that Midas, and Master Muffler do is illegal.
I got pulled over for no front plate in my Subaru, and the officer asked me to rev my engine so he could hear the exhaust. He then went on to tell me that any non "stock" modification to the exhaust was illegal, and noise level was another issue all together, because my car wasn't loud, it just sounded gnarly. But I didn't get any tickets the officer just told me to put my front plate on. I think they have a hard time with the "modified exhaust" ticket, he just told me it wasn't legal, but didn't ticket me.
