in cali, we have to pass a visual and a sniffer test. if you hit the lottery, they send you to a smog only refferee station. i would assume some people have lax or no visual inspections but how are your tailpipe emission readings coming out?

Cut outs, bypasses and dumps are all illegal here and always have been. An electric by-pass will earn you a free pass to the state ref, and its not a fix it ticket either.
And for those that think you don't have emission laws because you don't have checks, well your wrong, your all covered under Federal emission law. As a matter of fact an Evo from Florida was recently written up for this because of his 02 dump.
